Honest first: the IRS does not certify or pre-approve record-keeping software — no vendor can truthfully say "IRS-approved." What a careful builder can do is map every feature to the actual authority and put that mapping where your examiner, your CPA, and you can read it. Here it is.
IRC §223(f) + Notice 2004-50, Q&A-39 — distributions are tax-free for qualified expenses, with no deadline on reimbursement, provided the account holder keeps records sufficient to show the expense was qualified, unreimbursed, and not previously deducted or distributed against. → The three-level packet answers each element: adjudication/receipt (qualified), bank pairing (unreimbursed by insurance, actually paid), per-year Schedule A status and 1099-SA reconciliation (no double benefit).
IRC §213(d) — defines qualified medical expenses. → Eligibility engine of 70+ categories, premium rules including the 65+ Medicare exception and the hard Medigap refusal, medical-mileage rates by year, per-person attribution to holder/spouse/dependent.
IRC §6001 + Rev. Proc. 97-22 — electronic storage systems must ensure integrity, accuracy, reliability; preserve records legibly; index and retrieve them; and reproduce hard copies on demand. → Byte-identical originals with SHA-256 fingerprints captured at upload, an append-only hash-chained event log the packet verifies in print, year-indexed exhibits, and one-click reproduction of everything.
§223(d)(2) family and death rules — expenses of spouse/dependents qualify; a non-spouse beneficiary offsets tax only with the decedent's expenses paid within one year of death. → Household registry, post-death date validation, and the packet's estate section.
No software can promise an audit outcome — anyone who says so is selling something else. The achievable gold standard is: (1) records that answer every element of Q&A-39, which is what the packet is; (2) electronic-records practices tracking Rev. Proc. 97-22, which is what the fingerprints and hash chain are; and (3) independent professional review — a tax attorney's opinion letter on the methodology, which is on our roadmap and the strongest assurance a private company can obtain.
